Proposed Arizona Constitutional Amendment states that “hunting, fishing and harvesting wildlife is a right of Arizona citizens and is subject only to regulations prescribed by the legislature to promote sound wildlife conservation and management and specifies that “hunting and fishing are the preferred means of managing and controlling wildlife.”
